‘Promoting Community Safety through Youth Inclusion and Support Panels’

North East Lincolnshire Youth Inclusion Support Panel (YISP) is a multi-agency planning groups that seek to prevent offending and anti-social behaviour by offering support services to high-risk 8-13 year olds and their families in North East Lincolnshire.

The Youth Justice Board (YJB) has introduced the idea of "Youth Inclusion Support Panels" as a way of co-ordinating services around young people 'at risk'. The YJB hopes that young people in any area where there is a YISP will not fall through the net of patchy community and statutory services, and will receive the effective support they need. Organisations will be accountable to ensure promised actions are delivered.


What does the Youth Inclusion and Support Panel do?

North East Lincolnshire  YISP is made up of a number of representatives of different agencies (e.g. education, police, social services, young people’s  services, mental health and drugs services). The main emphasis of North East Lincolnshire YISP’s work is ensuring that children and their families receive, at the earliest possible opportunity, mainstream public services together with complimentary interventions from voluntary and community groups, as appropriate to meet their needs.

North East Lincolnshire YISP can offer early intervention programmes based on assessed risk and need. Parenting support is offered as part of a range of tailored interventions.

The work of North East Lincolnshire  YISP will operate within a broader strategy for preventing offending and anti-social behaviour by children locally, including the use of Acceptable Behaviour Contracts and Anti-Social Behaviour Orders.

North East Lincolnshire YISP is delivered and managed by the Integrated Young People’s Support Service and has been established to help the Youth Offending Service achieve its corporate target of setting up evidence-based programmes that reduce the likelihood of targeted young people committing offences or anti-social behaviour. The Children’s Fund monies allocated to youth crime prevention fund some of these programmes along with funding secured via the Neighbourhood Renewal Fund

 


Objectives

The objectives of the YISP are to:

Prevent children referred to the YISP from becoming involved or further involved in offending and anti-social behaviour.

Reduce the risk factors and increase the protective factors of children who are involved or at risk of becoming further involved in offending and anti-social behaviour.

Ensure that children assessed as high risk by the YISP are in full-time education.

The YISP Target Group

The YISP prioritises children who:

Are not offending but involved in anti-social behaviour.

Are offending but not known to the police or Criminal Justice System.

Have received a police reprimand and are identified as being at high risk of re-offending.


Those children who are further involved in the Criminal Justice System will not be prioritised by North East Lincolnshire YISP as they will be receiving support from other areas of the Youth Offending Service.

What support can the child and family expect?

The YISP aims to work with children to turn these negative experiences into positives by offering packages of support such as:

- Personal Development Programmes


- One to One work & Group Work
- Support and Advice
- After School clubs
- School Holiday Activities
- Mentoring
- Parent and Family Support
- Leisure and Sport Activities
- Counseling & Family Mediation

Referrals

1. Referrals can come from a wide range of organisations/professionals that have concerns about a young person they are involved with.
2. Parents and young people may also wish to refer themselves
3. Referrals can only be made with the informed parental consent of a relevant adult family member
4. All referrals need to be made on the relevant referral Forms
5. The YISP Referral Form is available from the YISP Administrator. On completion, the Referral Form can be given or posted to Steve Davies at the address below
6. A Joint Assessment will be made about referrals after the YISP meeting.

YISP Process (In Brief)

Young person identified as being at risk of involvement in crime or anti-social behaviour a referral form is completed including consent form and is returned to YISP Administrator .

YSP key worker meets with the child/ young person and their family, gathers information from them and from other agencies, completes an assessment and draws up a proposed support plan

The YISP Panel discusses the report and if appropriate, confirms the Integrated Support Plan (ISP)

YISP key worker works with young person and their family for the period of the ISP, to ensure the planned support is provided to reduce the risk of offending or antisocial behaviour Delivery and Access to YISP Services in North East Lincolnshire

The YISP team operate across the borough with YISP Key Worker allocated a particular Neighbourhood YISP.

For the North & West Neighbourhood:  Ray Chadli is the YISP Key worker

For the Central Neighbourhood: Victoria Lingard is the YISP Key Worker

For the Eastern Neighbourhood: Jon Allvey is the YISP Key Worker

Information Sharing

The YISP has adopted the Council Information Sharing Protocol. This means that all members agree to adhere to the policy and procedures described in the protocol.

The sharing of information in the YISP context is for the purpose of safeguarding the protecting the welfare of children. Sharing of information is essential between practitioners to ensure clear, precise and effective outcomes.

The Co-ordinating agencies together with all member agencies will ensure all information pertaining to the YISP; in particular any notes or minutes which have personal information about young people are kept safe within their own agencies, and not available for public viewing.
